Got some no life guy who looks desperately to cause problems with people by harrassing them cause he probably gets off on it and now is harrassing me and there is no way to report or block but someone told there is a way but idk how. Can someone tell me how?

This person i blocked somehow is getting around the block and buying people because i somehow pissed her off so she would spam with crap and so i blocked her but now she is buying my friends and saying rude things on the quotes because i blocked her. I thought when you block them they can't see...
