sounds like your betta is done man its obviously expieriencing a chemical reaction to the clorox... i think this cant be treated as it is not a normal disease i would let it die and get another

i own a 20 gallon tank and ive owned all these fish for about two years but i want more I HAVE 2 dojo loaches 6in 1 kuhli loach 2in 2 long finned serpaes 2 dalmation mollies 1 pleco old and 4in im only plnning on getting 1 fish thats not a bottom feeder Is this to much? if not what should i get?

i would clean all that for the mear fact that there is diseases and other bad things that your fish may be very prone to.. i would start a new tank and then put the guppies in there
