Im looking at buying a new phone and i want to know what the difference between these two phones are. Is it worth spending another $100 on?

I was wondering, if anyone knew how to get this effect in photos on photoshop. I know how to get the eyes, so no need to explain to me how to do that. Just need to know how to get the lighting, colour effect ect. :) Will choose best answer, if i get one. :)...
