    ATF uppers knew about it but in order to allow it to happen it would require approval from Dept of Justice. Since Mexico was involved then DoJ would need authorization from 2 other sources...White House and State Dept.

    'Naruto' Manga Chapters 1-244/Volumes 1-27 [Talkback; Spoilers]

    One thing I can say is that I love the orignal naruto(v.1-27) much better than the rest of the story. I don't know why but because it seemed original I guess.
