ive been trying to turn it off for hours but it wont turn off.Does it just turn off on its own what should i do?

i wan to get a HTC evo and 2 samsung moments anyone now where i can get a HTC less than $200 and a samsung moment less than $100 with a 2-year plan. Also they have to be new not used.
