sounds like there could be a clogged fuel filter or dirt in the carb which is stoping fuel from flowing through nicely i had the same problem with my motor bike there was dirt in the jet which was in the carb..if you dont know what your doing i would take it to a mechanic or someone who does...

nope they are not street legal and you dont need a lisence.. i think you will be ok with riding it just dont do anything dumb hope this helps
