I have Photoshop Elements 7 and I don't think it is quite what I need. It is great for editing but Photoshop dropped many useful tools that I need in the Element series such as the mask layer option. I use mine more for graphic effects than editing and the mask layer is a must. I'm no pro but...

Your parents must be rich! Anyway, I'd say a point & shoot would be better for a beginner, but if you really want a dSLR then that camera looks like a good place to start. The lens that comes with it is very good for beginners.
