Recent content by gov help now

I have seen this on chatroulette and ventrilo where pre-recorded videos were seen as live video in a webcam and prerecorded sound was seen as live audio in a microphone. How do I make it so that I can stream these files and make it seem like I'm actually showing a real video/voice online?
