    Because at that time the West favoured Saddam Hussein.Iran had a hard line extremist government and the west don't like those sort of regimes.

    The US has the most powerful military in the world.How they choose to use it can be questionable.The British and Israeli army are both small but very professional,these two countries use their military resources very wisely,so these you could call them "the smartest".
