    What is the "top coat" and "base coat" for nailpolish?

    I don't understand what people talk about when they say base coat and top coat for nailpolish. I mean seriously? it's not that f*cking complicated. I just clean my nails, apply nailpolish 1-3 times and maybe clear coat. that's it? what do these terms even mean?

    "Slipping a bill" at a restaurant to get a table. Bad taste or expected?

    i see in movies or shows all the time that a person "slips" the manager or the persons in charge some money to get a table and not wait for one. is this allowed or it's just in movies? would this actually work?
