Usually, yes. But syncing your iPod in itunes will put everything back on it again. You can always restore your ipod and it removes the jailbreak as well.
Um... not for phones. Rice will get moisture out but not full-fledged WATER. Take the battery out and place the phone in a clean room (to prevent mold/mildew growth when drying). It should take a day or so.
