How could anyone possibly not be horrified by the prospect of a baby undergoing gruesome surgery without a local anesthetic? CONGRESS NEEDS TO ACT because babies are VOICELESS and we need the power of the law to protect them from severe pain by REQUIRING a form of anesthetic!
