Charging batteries from a power plant and running a car off of that energy is much cheaper than powering cars via internal combustion engines which are less efficient (and their fuel is more expensive) than a coal power plant or a nuclear plant.
That is where $X will be saved.
I suspect the mandatory dataplan is more of an Apple thing that the carrier. I think they are just trying to bring the sale price point down and using the monthly data charge to subsidize that. This is no different the a BB dataplan.

Writing carries these shows,not visual gags.
