    Can one who is 17 go and consult with a doctor to see if she qualifies for

    a breast augmentation? My sister is 17, and is wanting to get breast implants when she turns 18. We know she can only get saline, not silicone-- but can she consult with her doctor now to see what size, etc she may be able to get instead of waiting 4 more months?
