They still receive it, it just means that they haven't done anything on that page for a while. IE they're asleep.

I recently experienced some trouble with a nasty trojan. First it was one thing, then it was another. It intercepted my browser functions and my virus scan, modified a lot of my Windows settings and kept me from being able to run Windows Update. Happily, I can say that I believe it to be cleaned...
