Actually, yes it is considered high end, although I wouldn't recommend going for it. Microsoft killed off Windows Mobile, so you have to be comfortable buying abandon-ware.

Yes, native SIP works with CFW C6 although battery life takes a big hit with SIP running (only 6-8 hours battery life in standby!). Look for the newer pnht V11 builds as the C6 V10 software from Nokia (used in the original pnht build) were supposed to have a problem with short battery life.
