Do e-wallets count as offshore bank a/cs?

Why doesn't IRS issue subpoenas to Mastercard/Visa to provide them with the details of all offshore debit cards registered with a US address? That way it would be very easy to find out the details of all US residents who have offshore accounts and catch those evading taxes using offshore a/cs.
