It's the STB. I had the same issue with both my 5900 and 9200 receivers. If I'm not mistaken, the distinctive ring can be turned off through the preference options in call answer.

Dial "*49", listen for a long beep.
AFAIK Retailers do not stock rental receivers. They sell a rental kit that has the rental certificate number, rental contract, and information.
If they left the store with hardware it is not rental but an Out Right Sale.
The small antennae is for the RF remote control. You still need to hook up a coax cable to get the signal from the dish to the receiver, and cabling to get the signal from the receiver box to your TV.
My case was that another tenant was moving out and decided it was much easier to take my dish instead of theirs. If they had bothered to connect my coax to their dish, I never would have even known. It was an easy fix for me to get signal back though.

I understand that there was an error, and they should have been able to see the charge but you can't call the person a meathead...
I know that, I used to work in a Bell store. What they are suggesting I do is against company policy, and their franchise agreement. That is why I say it is not above board.
I had a feeling that it involved Lefevbre Electronics because the used to use the "getabell" address for their website. I am willing to bet that these are refurbs.
I guess that by using the Bulmer Ave address they are able to keep everything separate from their retail location (which is also...
