can you just get the Iphone 4 with a voice plan and texting plan, or do you have to get a data plan? does wifi work just as fast as the data plan? which company will have the cheaper plan for there iphone 4?

for the voice plan can you ask for less than 450 minutes so you can pay less for the iphone? how much would it be for like 300 minutes unlimited texting and 200 mb data plan???
