You should've adressed this issue before your parents paid. You could attempt to get a refund from the camp, but usually you sign a contract at the time of payment. You could try telling your parents the conditions there, but there's no guarantee either of these things will work.

People have looked into it, and some people believe it will be set in San Andreas, with Niko returning as the main character. Apparantley they found a passport with the destination of 'San Andreas' and they somehow linked it back to Niko.
