i have a samsung galaxy y and i put a top up of Rs333 using vodafone online services...it shows that amount in secondary balance...allows me to make calls but shows insufficient balance when i try to activate data packs(main balance is about Rs0.09)

i saw it in a movie where it seems to be so..but is it true???
