i need to pull my 4000 lb camper about 15 miles, and i have the ranger and want to know if it will pull it ok, i have a class 3 hitch,

my 99 caravan wont shift out of low gear. i set the cruise cont at 40 mph and quickly shifted into low and it still didn't change, the rpms are around 4000 at 40 mph, it wont shift into any gear at all, why?
