i suggest drift wood with notches, and then attache java moss to the notches. let it grow around, trim it maybe once every 2-3 months. (depends on growth) choose interesting fish that will look cool like neon tetras. classics that are always pretty. ALWAYS have some kind of catfish/pleco/loach...

it could be ich though, because it can grow into many sizes, amounts, and even colors. so you never no!, ask your local fish store for some help. my fish had the exact same type of infection and then it spread to its head and killed it through the brain.
