Does anyone remember the name of the law that gave authors the right to their work? It was the early 1900s or late 1800s I think It wasn't the copyright laws, it was some specific name. I wish I could remember it. pre-eminent something? I'm lost.

a contractor built an apartment complex around an open area. He planted grass in the open area but didn't put in the sidewalks until after people had been living in the apartments for a year or so. Why? (he wasn't just lazy or trying to get away with not finishing the job.)
