I am using Val spar paint I paint the windows 3 times and the knot holes keep bleeding back and I even used Kilts and that didn't help I am using latex paint don't want to use oil if I don't have to .HELP

I just put in a new set of clutch plate's and the clutch spring well the problem I am having is when I come to a stop and want to put the bike in neutral it won't go unless I turn the motorcycle off could I have it maybe a little to tight or will in wear down and then be all right? any help...
