It could be when one party or the other says, "You win" or other, similar, terms. Or it could be when someone says, "I'm convinced that you're right". If someone quits responding, that doesn't necessarily mean you won--it may mean the other party got tired of trying to explain something.

I thought you were asking an honest question but now, after seeing some of your responses, I wonder. A few thoughts: First, some civilizations were mentioned often in the Bible, especially the Old Testament. Surely you read of Egypt, Damascus, Nineveh/Assyria, Syria proper, Moab, Ammon, Sodom...
