    Does the Constitution allow the government to "Promote the general welfare"?

    http://topics.law.cornell.edu/constitution/preamble Or did they make an error? Why do so many say it only allows for wqar, and nothing else? Why do so many say it allows only for wars, and nothing else? What is the point of saying it?
