If a commanding officer is drunk, are you still supposed to obey his/her orders? What if the orders end up being a bit ridiculous? i was just curious

Due to our world's globalization, every part of the world is crucial to the US's security. And Afghanistan is included in this. The US and its allies need to prevent terrorists from using Afghanistan as a safe haven since the country's own government is incapable of preventing this.
