After this massive snow storm...when I go to start my car..I hear a rapid clicking noise... my car wont turn over at all. The lights come on but I noticed the car radio reset as if the battery was dead... I need help.. Please!!!

If I have to much regular water in my radiator system and it froze... would that prevent my car from starting? If so, what would be the best method to unthaw it?
