You are correct, it is the male that determines the gender of the puppies.
I would be concerned about a breeder whose small breed b*tch is "notorious" for throwing a particular gender - that would suggest to me that she's had an awful lot of puppies - and who doesn't know this basic genetic fact.
Might be worth it to just buy a small camper, assuming you're going to continue going to shows. I just got an ancient pop-up this year (I was lucky, it was only $250). It's not in great shape, but it works and it's comfortable, and it fits me and the dogs. And being a pop-up, it's low profile...
