    Why wont it let me on in the effects menu in Photoshop CS3?

    I'm in Photoshop CS3 and i go to layers, and then i try to go to a little thing that says fx, that is for Special effects.. and when i move my cursor over it, my cursor becomes a big X and wont let me click on it.. any help please???
