i'd stay away from watercolors, or anything that requires a lot of water, since it is on cardboard. acrylic would probably be best

stencil, tape, whatever. use whatever paint you're comfortable with, regular spray paint, acrylic, spray fabric paint...it all works. make sure you put something inside the shirt (like a piece of cardboard) to keep it flat and to prevent the front from sticking to the back of the shirt. have fun :)
