The fact is majority of expatriates who live here refer UAE as dubai even though they live in other cities, cuz dubai is not only the main city in UAE its the main city in entire ME, probably in upper asia side. few more year when major projects like PAlM/World islands and bushiness BAY finishes it will probably end up as top City in ASIA. we dont have oil resources, Dubai's economy is driven by properties, and the capital is driven only by OIL.

In the emirate of Dubai there is also a city called Dubai. To distinguish it from the emirate of Dubai, call it Dubai City.
