What if domestic business tax is dramatically reduced, foreign tax credit is disallowed, special tax is added for every job moved abroad that can be done by Americans, and use the money to educate laid-off workers? When companies move their jobs abroad and burden society, it's only fair to tax them for that very reason and reduce the society cost.
