my brushes are not opaque in photoshop no matter what i do! please help!?

i just recently go this CS3 version of photoshop and whenever i use a brush it is not opaque. i have even set the opacity to 100%. please can someone tell me what i can do to further troubleshoot this problem?
 
Forgive me if you've tried these already:

In the toolbar:
Set the flow to 100% as well as the opacity.
Make sure normal is selected for the brush type.
Try going into the brush palette and doing a reset brushes
In the toolbox:
Make sure you've got the brush tool and not the colour replacement tool.
